Vatican, January 17, 2025: Responding to the Pope's appeal, the Governorate of Vatican City State has issued its first-ever Guidelines on Artificial Intelligence that have taken effect since January 1, 2025, under ‘Decree n. DCCII’ of the Pontifical Commission of Vatican City State. The 13-page decree explicitly prohibits AI applications that create social inequalities, violate human dignity, or employ “subliminal manipulation techniques” that cause physical or psychological harm. Additionally, the use of AI that conflicts with the mission of the Pope, the integrity of the Catholic Church, or the Vatican’s institutional activities is strictly forbidden.
Pope Francis called for sound policies to steer artificial intelligence (AI) toward the common good and a better future, addressing the G7 Session on Artificial Intelligence in Puglia last June. Highlighting the dual emotions AI evokes—excitement for its possibilities and fear of its consequences—the Pope described it as both an "exciting and fearsome tool" and urged for ethical oversight in its development and application.
The decree established a five-member “Commission on Artificial Intelligence” to oversee compliance, comprising officials from Vatican City’s legal, IT, and security departments. This commission will ensure that the guidelines are followed and that AI technologies are aligned with the Vatican's ethical standards.
The aim is to balance technological progress with respect for human dignity and social justice, emphasizing ethical transparency and sustainability. The core principle being that technological innovation must never surpass or replace human beings. They underscore the importance of equitable distribution of AI’s benefits while addressing risks such as discrimination, injustice, and harm. Article 5 stresses the importance of safeguarding the processing of personal data, and article 6 elaborates on the use of AI in the healthcare sector, ensuring minimal risk and increased reliability in the processes.
This initiative represents a collective effort to regulate AI responsibly, providing a clear framework to navigate the complexities of technological integration. By prioritizing responsibility, transparency, and the protection of fundamental human values, the Vatican envisions AI as a force for progress and global harmony.
