Eluru Diocese Felicitates Catholic Judge Dunna Ramulu for Earning PhD in Constitutional Law

Eluru, December 14, 2025: A distinguished academic milestone was marked in the diocese of Eluru as District and Sessions Judge Dunna Ramulu, a respected Catholic lay leader in the region’s legal fraternity, was formally felicitated after earning a Doctor of Philosophy (Ph.D.) from Andhra University, Visakhapatnam. The diocese recognised his accomplishment as a matter of pride for both the local Church and the wider legal community.


Judge Ramulu completed his doctoral research on “Constitutional Morality under the Constitution of India – A Critical Study,” offering a rigorous and timely exploration of the constitutional principles of justice, equality, dignity, and the rule of law. His work has been noted for its scholarly depth and meaningful contribution to Indian constitutional jurisprudence.


Over the years, Ramulu has extended valuable legal assistance to the diocese of Eluru and several dioceses across Andhra Pradesh, supporting institutional matters with professional integrity and a strong sense of ethical responsibility. His commitment has earned him respect within the Church, where he is known for combining legal expertise with a grounded understanding of Catholic institutional concerns.


Bishop Jaya Rao Polimera of Eluru led the diocesan felicitation, commending Judge Ramulu for his academic achievement and acknowledging the dedicated service he has rendered to the Church and society. Diocesan representatives highlighted the significance of having a senior Catholic jurist contributing prominently to legal scholarship in the country.
